The dining room service: comments and reflections from the AFA
With this text we want to give global information about the dining service. We intend to update and inform what is being done in order to have a good service, the precedents and evolution of the service in the school. We also talk about the general functioning and the actors involved in developing, supervising and improving the canteen service.
Actors
The actors involved are:
- The winning company, which develops the service itself.
- The school managements, who ensure good development and have great weight in coordination.
- The AFAs, which supervise the service, provide improvements and act as a collective interlocutor between families and other actors (mainly the company).
- The Town Council of Vacarisses, which indirectly manages the school canteen service through the contracting of a concessionaire company. In any case, the Contracting Committee of the tender is made up, in addition to the members designated by the City Council, by the directors of the educational centers benefiting from the canteen service and by a representative of each AMPA of the educational centers.
- The Municipal Dining Council, where all the actors and political representatives of the municipality are represented. This council meets periodically and, as described in the regulations for the operation of the canteen service in its Art. 6: The Vacarisses Dining Room Commission will ensure compliance with the hygienic-sanitary, dietetic and educational conditions of the school canteen service and will propose to the City Council the adoption of the measures it deems appropriate for this purpose. The Canteen Committee will be responsible for monitoring the operation of the school canteen service.
The AFA
Within the AFA Board of our school there are people who form the Dining Room Commission. Our function is to supervise the service with visits to the dining room, where we stay for lunch and observe the development of the service, so that we can make improvements, manage problems and incidents in the service, communicate with the company and act as a collective link between it and the families. Our task is only to follow-up, to ensure that the appropriate particular response is given by the company, and that the relevant measures are taken in order to solve possible errors. Direct contact must be maintained by the user and the company. This is what emerges from the operating regulations of the dining service. We participate in the municipal dining room commission and in the bidding table for the contracting of the winning company when appropriate.
On this website you can find all the information and related documents. It should be remembered that the people of the AFA dedicate our time to the common good in an altruistic way and we intend with our work to improve the conditions, values and functioning of the school for the benefit of our children, families, the school itself and society in general. This reflection is a demand for understanding of the limitations that we may have and a call for the involvement of those members of the AFA who want to collaborate.
Background
We come from a management of the canteen service carried out by conventional collective food companies. This management led to numerous problems, both in terms of food and monitoring: management of receipts, quality of food, temperatures, lack of pedagogical content, problems of coordination and nutritional aspects. The latter are reflected in a report requested from the Department of Health of the Generalitat de Catalunya in March 2011 and which we include on this page. We come from the alternation between cold and hot lines, and from verifying that neither of them responded to the lack of their own kitchen. We come from a management and monitoring dynamics with problems and vices, with internal conflicts that were transferred to the service given.
The Dining Room Commission has received 3 formal complaints in writing, one orally and different comments of disagreement that no one has conveyed. These are complaints related to the nutritional approach and food combinations. We believe that in most cases there is the background of taste and flavor and, to a lesser extent, the textures of some of the foods served. To respond to this, at the proposal of the company itself, a menu assessment report has been requested from the Department of Health of the Generalitat de Catalunya. This report aims to highlight the shortcomings and give guidelines for improvement. The results of the report are significantly different in design compared to what we received in 2011.
Comparative summary:
2011 2015
Table 1 of 13 items 6 Aspects to improve No aspect to improve
Table 2 Frequencies 20 breaches 2 breaches
Conclusion: In the nutritional aspect, which is what the report basically talks about, the menu programming complies with high marks and the great improvement compared to previous years is evident. On other aspects, although it makes recommendations, they are not valued. On the part of the company, the variety has been expanded, the cooking methods have been modified and there is a concern for innovation. In terms of monitoring, there has been a restructuring and renewal. The training of monitors has been ensured, coordination has been changed, personnel regulations have been assumed and the evolution of the changes carried out has been supervised. We have noticed a very important improvement.
The objective that they set for the lunch space is that it should be a time to relax and free yourself from the attention and effort required by schoolwork. It must allow the children to resume the afternoon with the best possible disposition to face the work in the classroom, without having to give up the educational opportunity offered by this space (food and personal growth). The project is encouraging and we have observed that actions have been taken to achieve the aforementioned objectives (conflict management, assemblies, responsibility for tasks, training for monitors, etc.), but we recognize the difficulty in achieving it.
The relationship and contact with the AMPA is fluid and they respond quickly. The company is willing to try and undertake improvement actions in any aspect. We have met to assess the 1st term. You can consult the summary of the minutes on this website. For the Dining Committee the overall balance is positive, both for the work done and for the changes made in response to improvements or correction of errors.
It has taken a long time to have a company with values like the current one. A company that has added pedagogical value to the service, has reorganized monitoring, has trained it and has even assumed its regulation. It has contributed new nutritional concepts (contemplated in the tender specifications and the recommendations of the Department of Health) and values such as organic and local food.
Important information about healthy eating
We attach information on the new nutritional guidelines for healthy eating that are set by the Public Health Agency of Catalonia. A document with the most frequently asked questions about healthy eating and vegetable protein is also included.
